The third workshop of CIFAL Curitiba took place from 30 August to 3 September, 2004, on the topic of Access to basic services for all
Curitiba, Brazil, 30 August - 3 September, 2004. Local authorities (from the municipal, provincial, departmental and State level) from five Latin American countries (Argentina, Brazil, Colombia, Mexico and Peru) and one Portuguese-speaking country of Africa (Angola) shared hands-on experience on the mechanisms allowing to provide all with access to water, sanitation, waste management, energy, mobility/ transport, communication, housing, health and education.
The workshop gathered expertise from the Curitiba municipality institutional entities (IMAP –Municipal Institute of Public Administration, IPPUC – Curitiba Insitute of Research and Urban Planning, CIC – Curitiba Development Corporation,…), the academic sector (UNILIVRE – Curitiba Free University of the Environment), as well as from the public and private sector (Sanepar), the NGO sector (Global Ecovillage Network) and the United Nations (UNITAR, UN-Habitat’s regional office).
As they learnt about Curitiba municipality’s achievements in the areas of integrated waste management, environmental education and management, health, education, low income housing solutions and income-generation programmes, all participants reaffirmed the important role of local authorities in generating micro-economies and jobs as a key challenge to be addressed at the local level.

The group drafted a common Declaration that reflects the context and the challenges faced by Latin American and Angolan cities to provide access to basic services to all. The Declaration enriched the debate of the International Working Group on Access to Basic Services for All that met early September in Barcelona.
