Tallinn, Estonia, 15 May 2006. On the occasion of the official opening of the CIFAL Tallinn, an international training centre for local authorities in Tallinn, Estonia, Mr. Arnold Rüütel, President of the Republic of Estonia invited the UNITAR Executive Director Mr. Marcel A. Boisard, Ambassador Tonis Nirk, Permanent Mission of Estonia in Geneva and Mr. Bernard Hoarau, DCP Principal Programme Coordinator, for an official dinner. President Rüütel welcomed UNITAR’s activities in Estonia and expressed his support for CIFAL Tallinn.
Earlier that day, the Mayor of the City of Tallinn, Mr. Jüri Ratas and Mr. Marcel A. Boisard had signed a Memorandum of Understanding between UNITAR and the city of Tallinn on CIFAL Tallinn.
The objective of the new CIFAL Centre in Tallinn is to provide knowledge sharing opportunities to local authorities and local actors mainly but not exclusively in the following fields:
1) Urban environment and environmental technology in the context of the City of Tallinn’s European Green Capital Initiative,
2) E-Governance,
3) Economic development and employment generation,
4) Prevention and management of HIV/AIDS.
The target audience for the seminars will mainly consist of city officials, technical staff and all other local actors concerned as well as representatives of ministries, civil society organizations and academia. Each training session will gather 25-30 participants in Tallinn. Geographically, CIFAL Tallinn will target local authorities from Estonia as well as the Baltic and the Nordic countries plus Western Russia, Ukraine and other countries in the region.
