Barcelona, Spain, 15 September 2004. The representatives of the 11 CIFAL Centres established around the world and their public and private partners (UN agencies and the World Bank, Regional associations of local authorities, private companies and NGOs) gathered for a networking event at the World Urban Forum in Barcelona on 15th September 2004. After evoking the origins of the Network at the Johannesburg Summit in 2002, the participants committed to enlarge the public-private partnership and scale up the activities by specifically targeting the implementation of the Millennium Development Goals (MDGs). participants working in a group

About 80 people attended the meeting chaired by Mr Boisard, Executive Director of UNITAR. The participants chose MDGs number 1 (Eradicate extreme poverty and hunger), 6 (Combat HIV/Aids, Malaria and other diseases), 7 (Ensure Environmental sustainability) and 8 (Develop a global partnership for development) to serve as a basis for discussion and sharing of experience in small groups.

Several concrete recommendations to scale up the Network’s activities were issued by the participants.

The Decentralized Cooperation Programme’s representatives committed themselves to address this set of recommendations at the next Steering Committee meeting early 2005. CIFAL Centres’ activities will be closely linked up to the monitoring of cities’ indicators of success in achieving the MDGs. Ultimately, the DCP will strengthen the global partnership for capacity building of local authorities worldwide, by winning further institutional and/or financial support from intergovernmental organizations, the private sector and NGOs towards a major commitment to be jointly made at the Millennium Summit + 5 in September 2005.
