The week preceding phases I and II of the WSIS, cities and local authorities gathered to exchange their views on the Information Society. UNITAR and the Basque Public Institutions co-organized the “II World Summit of Cities and Local Authorities on the Information Society (Bilbao Summit)” in November 2005. A “Political Declaration”, issued at the Summit, was handed over to the Secretary-General of the United Nations and submitted to the Tunis Summit as a contribution by the local authorities.
