Contribution of UNITAR to the peace process in Palestine

Joint UNITAR-UNHABITAT "Capacity Building Programme for Local Authorities in the Occupied Palestinian Territories"

The Special Human Settlements Programme for The Palestinian People of UNHABITAT and UNITAR are launching in 2007 the Capacity Building Pogramme for Local Authorities in the Occupied Palestinian territories.

The objective of this three-year programme is to empower 1500 newly elected mayors, local council leaders, technical staff and staff of the Ministry of Local Government, to enhance the performance of local authorities through training in leadership and management skills, good governance and awareness strategies. Special attention will be given to the training of young local technical staff.

The establishment of a National Training Center for Local Authorities in the Occupied Palestinian Territories is also planned.

To insure the sustainability and the ownership of the programme, an effort will be made on the training of local trainers. The training seminars will also include institutional capacity building and strengthening coordination mechanisms of relevant bodies of the Palestinian National Authority responsible for housing delivery and urban management.

The project is strongly supported by the Palestinian National Authority, the Ministry of Local Government, and the Association of Palestinian Local Authorities (APLA).

UNITAR and UN-HABITAT are currently discussing with potential donors (National governments, local authorities, private sector and foundations) to collect the necessary funds.
