Contribution of UNITAR to the peace process in Palestine

First stages of implementation of the Capacity Building Programme for Local Authorities in the Occupied Palestinian Territories

The UNITAR and UN-HABITAT joint “Capacity Building Programme for Local Authorities in the Occupied Palestinian Territories” is now entering a new phase. The overall objective of this three-year programme is to empower 1500 newly elected mayors, local council leaders, technical staff, and staff of the Ministry of Local Government, for enhancing the performance of local authorities through training in leadership and management skills, good governance, and awareness strategies. The training activities will take place in the occupied territories themselves.

The support of the Permanent Mission of the Republic of Korea to the United Nations Office in Geneva, and the generous contribution of the KOICA (Korean International Cooperation Agency), have enabled to raise 100 000 US dollars. This will allow the implementation of the first steps of the programme, which are:

- The assessment of the training needs of mayors, local elected officials, and leaders. This assessment will be undertaken through questionnaires and field visits to municipalities.
- The assessment of the capacity of existing training and capacity building institutions.

UNITAR, UNHABITAT, and CUF/RCDP (French Network for Decentralized Cooperation with Palestine) will organize in May, a one week joint mission to the occupied Palestinian territories to meet with the Palestinian local authorities, the Association of Palestinian Local Authorities (APLA), and the Ministry of Local Government. The purpose of the mission will also be to meet and establish synergies with other institutions, such as UNDP, the European Union, and NGOs, that have already implemented training activities in Palestine.

The outputs of this assessment mission will be used to formulate immediate priority training activities.

Fundraising is continuing into 2007, and the collected funds will be used to continue the implementation of the project.
