CIFAL Tallinn successfully organized an "e-Governance: Digital Local Agenda Awareness Raising" workshop

Tallinn, Estonia. 11-13 June 2007. CIFAL Tallinn and UNITAR co-organized an “e-Governance, Digital Local Agenda Awareness Raising workshop” from 11-13 June, in cooperation with city of Tallinn, with kind support by the Basque Public Institutions.

Twenty-two participants from 13 cities from 7 countries (Bulgaria, Estonia, Georgia, Latvia, Lithuania, Macedonia, Ukraine) attended the workshop.

The workshop was introduced by Mr. Edgar Savisaar, Mayor of Tallinn, Mr. Arnold Rüütel, Former President of the Republic of Estonia, and UNITAR Senior Special Fellow and Mr. Ivar Tallo, UNITAR Senior Programme Officer. The workshop was then opened by Mr. Toomas Sepp , City Secretary of the City of Tallinn. Through an ice-breaking session led by UNITAR, participants got to know each other better and it created a friendly atmosphere among them.

One of the main objectives of this workshop was to raise awareness of the importance and benefits of the Digital Local Agenda among municipalities in Eastern Europe. Mr. Javier Del Pozo, from CIFAL Bilbao, gave a presentation on the historical context, the definition and the work plan of the Digital Local Agenda initiative. He also encouraged participants to read the Bilbao Declaration (http://www.it4all-bilbao.org/) and visit the Digital Local Agenda website (http://www.digitallocalagenda.org), which allows users to contribute best practices, share ideas and experiences and to post suggestions for those who need assistance.

During the 3-day-workshop, participants went through a series of Knowledge Management exercises and proactively participated in small-group discussions. They were particularly interested in topics such as “e-Services” and “Needs assessment” and the best practice sharing took place around these topics.

Participants also had a chance to witness Estonian experiences in e-Services. A bus ride was organised to show the transport ticketing system using the new electronic ID card. Also, a demonstration was made of the M-Parking service that permits car-owner to pay the parking fees through a simple SMS. At the same time, controls are done using a cellphone.
