- What is a Digital Local Agenda?

A Digital Local Agenda is a strategic plan at city and regional levels for the development of the Information Society, taking into account social, economic and cultural environments. It is based on the participation of local actors.

- The origin of the Digital Local Agenda

During the Bilbao Summit, local authorities defined their own vision of the Information Society. They expressed their need for knowledge sharing and capacity building to develop local e-governance. The concept of a Digital Local Agenda was elaborated and endorsed in the Bilbao Declaration, as a strategic tool for the development of local e-governance.

- The purpose of this initiative

To promote local democratic governance in developing countries by increasing citizen participation and enhancing local government effectiveness through the use of ICT.

- The objective of this initiative

To ensure that a significant number of local authorities develop and implement their own Digital Local Agenda before 2010.
